Amendments in rules for appointment of next Chief of Defence Staff

India’s next chief of defence staff (CDS) could be one of the three serving chiefs, any serving three-star officer, any retired chief who is below 62 or any retired three-star officer also below the same age, with the government amending the Army, Air Force and Navy rules to significantly broaden the pool from which CDS will be selected.

Centre has issued a notification amending the rules of defence forces for the appointment of next Chief of Defence Staff. The office of the Chief of Defence Staff was one of the biggest military reforms and has resulted in more coordination in working between the government and the defence forces. The appointment of the CDS by the NarendraModi government within six months of coming back to power in2019 has been hailed as one of the biggest reforms in the higher military structure of the country.The CDS office and the theatre command planned to be created and put under its command are expected tomake it the strongest ever military office in the country with all fighting formations reporting directly to it.The CDS was appointed as the Secretary of the Department of Military Affairs which functions at presentunder an Additional Secretary-rank Lieutenant General.The CDS is also the head of the Integrated Defence Staff presently headed by a three-star officer from theIndian Air Force.The government has also made the CDS in-charge of the Make in India in defenceprogramme and has beengiven the mandate of promoting and ensuring the Aatmanirbhar Bharat scheme in the defence sector.Gen Rawat used to devote a majority of his time to promote self-reliance in defence and was also responsiblefor bringing out the positive list of indigenisation which listed items being put in the import ban lost topromote job creation within the country. The CDS post has been lying vacant since the passing away of General BipinRawat. India’s first CDS was killed in a chopper crash in Tamil Nadu on December 8. The untimely death had raised questions about succession in the armed forces.

तीन स्टार वाले जनरल या लेफ्टिनेंट जनरल, इंडियन एयर फोर्स के एयर मार्शल या फिर नौसेना के वाइस एडमिरल 60 की उम्र में सेवानिवृत होते हैं. यानी अगर ये रिटायर हो भी गए और उम्र 62 से कम है तो भी सीडीएस बन सकते हैं. पिछली साल दिसंबर में एक हेलिकॉप्टर हादसे में देश के पहले सीडीएस जनरल बिपिन रावत की मौत के बाद सेसीडीएस का पद खाली है.

The CDS is also the single point of contact for the government for giving military advice and is the senior-most bureaucrat in the defence ministry which has four major departments.
